Is there a Halloween Pokémon set?
Not among the regular expansions. The closest thing is Trick or Trade, a Halloween bundle The Pokémon Company started selling in 2022: a box of small three-card packs made for handing out to trick-or-treaters. The cards inside are reprints of spooky Pokémon with a small Pikachu jack-o'-lantern stamp on the art.
Most collectors go further than that and build their own Halloween binder out of Ghost types and cards with properly eerie art. There is plenty to choose from, and it starts with the only Pokémon that is actually a pumpkin.
Pumpkaboo and Gourgeist
The Phantom Forces pair from 2014 is the one to get. Gourgeist wanders a town at night, and its Pokédex entry says anyone who hears its song on the night of a new moon is cursed.
Gengar, the original Halloween card
Fossil Gengar from 1999 still sets the mood better than most new cards. It is just Gengar grinning out of the dark, and the Pokédex line underneath reads: "Under a full moon, this Pokémon likes to mimic the shadows of people and laugh at their fright."
Gengar has had a lot of good cards since. For Halloween, CHORISO's Gengar ex from 30th Celebration is hard to beat: it floats over a haunted house surrounded by lanterns. Team Up's Gengar & Mimikyu-GX puts two Ghost-type favourites on one card, and the Mega Gengar ex from Ascended Heroes is wrapped in flames.

Haunted rooms and night scenes
Illustration Rares turned whole cards into little scenes, and some of them could be stills from a ghost story. Saboteri drew both Poltchageist and Sinistcha ex for Twilight Masquerade, and both are set in a cluttered old storeroom. On the Poltchageist card, a kid has just spotted it sitting on a shelf.
James Turner's Duskull and Dusknoir from Shrouded Fable share the same flat, moody style, with Duskull out on an empty street at night. From White Flare, Litwick sits on an old stone wall under a full moon, and Kuroimori's Chandelure hangs over a candlelit dinner table. YASHIRO Nanaco has two good ones as well: Yamask holding its mask in an overgrown ruin, and Banette in a cluttered room full of old toys.

Cute instead of scary
A Halloween binder does not have to be creepy all the way through. sowsow's Greavard from Scarlet & Violet is a ghost puppy with a candle on its head, lying on a cushion in someone's living room. Mousho's Gastly from Temporal Forces turns up with a whole gang of Haunter and Gengar behind it.
Mimikyu is basically Halloween all year: it hides under a cloth made to look like Pikachu. You Iribi's secret rare from Cosmic Eclipse shows it with Acerola, the Ghost-type Trial Captain from Alola. And mashu's Misdreavus from Ascended Heroes floats in front of a wall of cobwebs, looking very pleased with itself.

Putting a Halloween binder together
A nine-pocket page per theme works well: one for pumpkins and Gengar, one for night scenes, one for the cute ones. Most of the cards here are recent Illustration Rares that you can pick up as singles. Fossil Gengar is the one to look out for in good condition.
To go further, search any Ghost type on Pooka, like Gengar, Chandelure or Mimikyu, and you get every print of it in one place, so you can pick the art you like best.
